Robonomcs is used as a separate network, as a Kusama Parachain and as a project in Polkadot.

Currently the Robonomics team is working on Robonomics on Substrate implementation. The main repository is here.
Although there is the first version of the network working in the Ethereum Mainnet. I suggest you to read more in the whitepaper. It fully describes how Robonomics works, including smart contract factory, lighthouses, liabilities etc.
Speaking of the substrate based implementation there are live DAO IPCI chain and parachain in Rococo test network.
